Community Liaison Committee (CLC) Expression of Interest Form

Northumberland County is seeking individuals to join a Community Liaison Committee (CLC) to support successful integration of shelter services at 310 Division Street, Cobourg within the community.

What is a CLC?

The CLC is a volunteer committee of diverse perspectives that will meet approximately once per month for the first year of operation of the new shelter opening at 310 Division Street, Cobourg. Committee members will share information, discuss ideas, and collectively problem-solve concerns. This Committee is an advisory body that will work together to provide guidance and feedback to help the County and Transition House Shelter make informed decisions for the shelter's successful integration within the neighbourhood and broader community.

The goals of the CLC are to:

  • Help successfully integrate shelter services at 310 Division Street into the community.
  • Ensure ongoing open communication between shelter management and the community to co-create opportunities and solutions.
  • Improve the community's understanding of the work happening within the shelter, and help shelter leadership, staff and guests ensure strong neighbour relations.

Who will be part of the CLC?

The CLC will include 12-15 Committee members, including representatives from:

  • Households who live near 310 Division Street, Cobourg
  • Persons with lived experience of homelessness and housing insecurity
  • Cobourg's Business Improvement Area
  • Community organizations that serve vulnerable residents
  • Local faith-based organizations
  • Cobourg Police Services
  • Town of Cobourg
  • Northumberland County
  • Transition House Shelter

We are currently seeking applications from community members, local business owners, and persons with lived experience of homelessness and housing insecurity.

Who can apply?

Any community member may apply to join the CLC. Please note there are limited community representative spaces available on the Committee and applicants are not guaranteed a spot. Applications will be evaluated based on local priority, related experience, expressed level of interest, and to ensure a well-rounded group with diverse perspectives represented.

Applicants must:

  • Be committed to the successful integration of 310 Division Street within the community.
  • Be available to volunteer at least 2.5 hours per month to attend Committee meetings and review material, between September 2024 and September 2025.
  • Be committed to collaborative problem solving.
  • Have an understanding of the issues surrounding housing and homelessness.

Member roles and responsibilities

By applying to be a member of the CLC, you agree to:

  • Contribute to and abide by the Terms of Reference to be developed by the CLC.
  • Attend meetings and provide suggestions, expertise and feedback to assist the County and Transition House in ongoing operations and programming.
  • Respect the confidentiality of materials and information when flagged as confidential.
  • Share non-confidential information back to your organization/network to build understanding of shelter services, specifically, and homelessness, more broadly.
  • Work towards collaborative problem-solving to support the successful integration of the shelter into the Cobourg community.

Step 1: Submit an Expression of Interest

Complete the Expression of Interest form below by September 18, 2024.

Step 2: Attend training

All applicants must attend a mandatory** training session to learn about Homelessness in Northumberland and how we can work together as a community to create local solutions:

**Exceptions may be considered. If you would like to apply to join the CLC but are unable to attend this training session, please complete the form below and indicate your level of awareness and understanding, and your experience with, homelessness.

Step 3: Complete the application form

All attendees at the training session will receive a copy of the final application form. Please complete this form once received, and submit it to the address provided on the form by September 30th.
